Dunno about rest of Eastern Europe but Soviets were pushing Brit culture a lot over here back in 1970s (Mary Poppins, Sherlock Holmes, Kipling are all household names for that generation) but they also have a bit of anti-brit bias because of Cold War history at the same time, so it's like a double standard. But regardless of how he feels about UK, an average person probaby gonna view it as a Victorian-like society, something more sophisticated than americans.
It's only after you get acquainted with them more closely and personally, you learn about funny welsh/northen accents, food memes, etc.
