So, I'm an expat from abroad and have been living in the Russian Federation coming up on about four years now. There is just one thing that I can't quite grasp;
What is everyone constantly drilling in their flats here?
I have lived in three different flats since arriving, and have been to friends homes, visited other cities, towns within the country - and its simply bewildering to me that no matter where or when, someone is always drilling some shit into their walls next door or in the floor above. WHAT THE FUCK ARE YOU PEOPLE DRILLING FOR YEARS ON END? WHAT DO YOU HAVE AGAINST PEACE & QUIET???????
Then, you have some modern furniture like my demanding several dozens points of fixing to the wall. On top of that every time you want to attach cable channel, or do a lot of other things, you have to drill a wall.
Due to laws those are usually clustered in time making it even worse.
A solution is to have headphones and do your business. If you are sure that it is your neighbor and he is nasty with noises, buy vibrospeaker and play gachimuchi remixes for him

Thanks for the reply, anon. It helped me a lot in understanding but I forgot to reply back last May. I have gradually made peace with the drilling but I am now thinking about what to do about noise in general. I can always hear babies crying, people laughing, stomping, music, TV's, etc. Its just fucking annoying. Do I seriously have to pad every single wall, floor and ceiling with ruspanel? Will it help?

I am still here. Yes, if that seriously annoys you, additional soundproofing is sadly the only solution. Some people do it, some dont - for me, for instance, all this is usually below discomfort level.
Celling is the most important area to soundproof, followed by walls you share with your neighbours (those facing outwards or to the corridor are usually ok to leave alone). Floor is more expensive, and not worth in in most of cases, as it brings lesser sound footprint due to you standing or having furniture under you, and just adding some carpets may really help.
While Western World has from below-medium to above-medium level of intellect in just about everyone, Russian World has a HUGE gap between people. We have some extremely smart guys, but also literal cavemen living around here.
Yes. Those people you hear drilling - are very likely to be the cavemen. Any attempt to tell them to stop, or criticize, will be met with "IT'S MY HOUSE - MY CAVE", and they might actually kill you if you look weak and dare to tell them what to do.
You might argue that a flat is not house, and you will be correct, the saying "my house - my cave" most certainly only relates to actual owned houses. Except they don't know the difference, and you won't be able to explain it.
How to deal with them? I dunno, i experiment with it myself. My pieces of shit relatives tell me to shut up and don't start a war with neighbours, so i'm stuck for a while. But the second they'll leave this world i will start calling the police, company that owns this house, and so on.
You might also hear just how much people started playing music in their cars. That's the unfortunate result of Putin giving people access to money... those degenerates live too well. Too rich. Putin should've left them impoverished, but noooo, even sanctions did nothing to eradicate them from the streets...
Music from cars is tolerable, it zooms past you and thats it. But those gays who repeatedly speed at night with removed muffler or on motorcycle are the worst. Ok dude, now whole China knews how cool you are, now go fucking sleep.

I generally don't mind the automobile related noise from outside, but what I seriously hate is how seemingly everyone in Russia who lives in an apartment building owns a subwoofer speaker and blasts their EDM literally whenever they want.
And all of the other neighbors just sit there and take it. "It's their property - what can you do?". The patience of Russians is very impressive.
I'm buying a detached house. Fuck cities.
Because there is a huge culture of making your repair works yourself.
So instead of hiring professionals who do this in a day or two, a normal guy that has a full time job is drilling some walls a couple of hours EACH fucking day. For like several month.
Actually there is an easy check - if there is a lot of Leroy Merlin in a country that means that there is a lot of masoshists that love to do everything themselves, screwing any normal neigbourghood.
