I decided next weekend to look for and learn a convenient PC program to create subtitles, since Adobe Premire Pro is quite, as they say in Russia, "oaky" - i.e. inflexible in this regard.

I used it once for a video. Convenient and easy, although few features and leaves a watermark in the free version.
